This process involving traveller, health test administrator, vaccination providers, airline and airlines system and border control authority. Health Pass will differentiate traveller who is fit to travel or not. Only qualified travellers will get permission to travel.

They need to take Covid-19 test and the result must negative and they need to have vaccination certificate. If they fulfilled the requirement then the Health Pass will be issued.
